📌 What is tax horsepower?

Tax horsepower (CV) is an administrative unit of power indicated in box P.6 of your vehicle registration certificate. It does not correspond to the actual horsepower of the engine, but serves as the basis for calculating the regional tax (component Y.1), which is the most significant part of the cost of a vehicle registration certificate.

Tax horsepower is calculated by the administration based on the net power of the engine and the vehicle's CO₂ emissions. It has been mandatory on all French registration certificates since 1998.

💡 Where to find your vehicle's tax horsepower? Look at box P.6 of your current vehicle registration certificate. For a new vehicle, it is listed on the European Certificate of Conformity (COC) provided by the dealer.

🧮 How to calculate the regional tax?

The regional tax (Y.1) is calculated by multiplying the vehicle's tax horsepower by the rate voted by the regional council of the registration region:

Regional tax (Y.1) = Tax horsepower (CV) × Regional rate (€/CV)

Concrete example for a 7 CV vehicle registered in Île-de-France:

  • Before March 1, 2026: 7 × €54.95 = €384.65
  • After March 1, 2026: 7 × €68.95 = €482.65
  • An increase of +€98 for this vehicle alone

The regional tax is not the only component of a vehicle registration certificate's price. Other additions include the management tax (€11 fixed), the delivery tax (€2.76 fixed) and, in some cases, the tax on polluting vehicles (ecological penalty).

⚠️ Important: The applicable rate is the one in force at the time of application submission, not the vehicle purchase date.

✅ Exemptions and Reductions of Regional Tax

Certain profiles benefit from a reduction or exemption from the regional tax. Here are the schemes in effect in 2026:

⚡ Electric and Hydrogen Vehicles: An Exemption Now Dependent on the Region

Before 2025, electric and hydrogen vehicles were fully exempt from regional tax (Y.1) in all regions without exception.

Since May 1, 2025, the finance law has changed this principle: each regional council now freely decides whether or not to maintain this exemption, and at what level.

⚠️ In practice in 2026: some regions maintain a full exemption, others have reduced it to 50%, and others have removed it entirely. Exemption is no longer automatic: it depends on the vehicle's registration region.
💡 Concrete example — Hauts-de-France: as of April 1, 2026, this region reduced the exemption for clean vehicles from 100% to 50%. It was one of the last to maintain the full exemption.

📌 Other Reductions Still in Effect

🕰
Vehicles over 10 years old: the regional tax is automatically reduced by 50%, regardless of the region. The reduction is calculated from the date of first registration (box B of the vehicle registration certificate).
People with disabilities: full exemption from regional tax under certain conditions. This applies to holders of a mobility inclusion card with an invalidity mention or a 3rd category invalidity pension.
🏆
Collector vehicles (over 30 years old): regional tax calculated on a reduced flat-rate basis, set by ministerial decree.

❓ Frequently Asked Questions

Who is affected by the increase in tax horsepower in 2026?

Anyone carrying out a registration procedure after the application date in their region: purchase of a used vehicle, new vehicle, change of address to an affected region, etc. The applicable rate is the one in force at the time of application submission, not the purchase date.

Does the increase apply if I bought my vehicle before March 1, 2026?

Yes, if you submit your registration application after March 1, 2026 in Île-de-France (or after April 1 for Hauts-de-France), the new rate applies, regardless of the vehicle purchase date.

Is my electric vehicle exempt from regional tax in 2026?

It depends on your region. Since May 1, 2025, each regional council freely decides the level of exemption for electric and hydrogen vehicles. Some regions maintain a full exemption, others have reduced it to 50%, and others have removed it entirely. Contact your region or use our simulator.

Where can I find my vehicle's tax horsepower?

Tax horsepower is indicated in box P.6 of your current vehicle registration certificate. For a new vehicle, it is listed on the European Certificate of Conformity (COC) provided by the dealer.

Is the tax horsepower rate the same with an approved intermediary as on the official portal?

Yes, absolutely. Regional taxes and fixed taxes are set by law and are identical regardless of the channel used (official ANTS portal or approved intermediary). An intermediary cannot change these amounts.

My vehicle is over 10 years old: how does the reduction apply?

The 50% reduction in regional tax automatically applies once the vehicle is over 10 years old (calculated from the date of first registration indicated in box B of the vehicle registration certificate). No additional steps are necessary.
